A director at Arenas de Getxo named José María Acha originally brought up the concept of a national league in Spain in April 1928. Ten teams would form the first Primera División in 1929, after significant deliberation about the league's size and participation. The Real Federación Española de Fútbol was the organization that came to this decision. Previous Copa del Rey champions included Arenas, Barcelona, Real Madrid, Athletic Club, Real Sociedad, and Real Unión. Racing de Santander qualified via a knockout tournament, while Atletico Madrid, Espanyol, and Europa qualified as Copa del Rey runners-up. Real Madrid, Barcelona, and Athletic Club are the only three original teams that have never experienced relegation from the Primera División.
